In scientific work, Fedotov Alexander Anatolyevich
analyzes in detail the reasons for the appearance of corrupt behaviors of
citizens and officials, describes the typical ways in which corruption is
manifested today in Ukraine, gives recommendations on the fight against this
harmful phenomenon for society and the state.
The author has revealed the term "corruption" in detail,
given its own definition, distinguished characteristics. First, he notes that
corruption actions have a special thematic composition: one of the participants
is a public service official. Second, the objective of corruption is important:
to obtain the personal benefit of an official. Third, the result of the
activity under study is specific: it damages the interests of society and the
state in a global sense.
The document provides a classification of corruption
actions. Alexander Fedotov highlights and characterizes forms of corruption
such as political corruption, bribery, shadow lobbying. It reaches the logical
conclusion that every year forms of corruption are transformed, adapted to the
measures taken against them.
It seems interesting to note the positive impact of
corruption, which, although not comparable in scale with the negative
consequences, is taking place. Corruption schemes in practice help to combat
bureaucracy, the inefficiency of the functioning of the state regulation
mechanism.
Of particular value is the final part, in which Fedotov
Alexander Anatolyevich offers concrete steps to combat the phenomenon under
study. He conditionally divided the set of measures into two categories. First,
we are talking about the transformation of the interaction model between
society and officials.
Society should have great opportunities to control public
officials, making their activities as open and transparent as possible.
Secondly, in the opinion of Alexander Anatolyevich Fedotov, it is advisable to
carry out a series of measures aimed at changing the attitude of citizens
towards corrupt practices.
The state must develop a new ideological concept aimed at
combating corruption, introducing elements of administrative ethics in the
